Ενδεχόμενο Αποστολής Τουρκικών Δυνάμεων στην Ουκρανία, «Bλέπει» Τουρκάλα Aναλύτρια

Καθώς οι ειρηνευτικές διαπραγματεύσεις μεταξύ Ρωσίας και Ουκρανίας προχωρούν υπό τη μεσολάβηση του Αμερικανού Προέδρου Ντόναλτ Τραμπ, ένα νέο σχέδιο για τις εγγυήσεις ασφαλείας του Κιέβου έρχεται στο προσκήνιο. Το σχέδιο αυτό προβλέπει τη δημιουργία ενός συστήματος εγγυητριών χωρών, οι οποίες θα μπορούσαν να κληθούν να στείλουν στρατεύματα στο ουκρανικό έδαφος, με την Τουρκία να συγκαταλέγεται μεταξύ των πιθανών συμμετεχόντων.

Σύμφωνα με την Τουρκάλα αναλύτρια Ζεϊνέπ Γκιούρτζανλι, η διαφαινόμενη συμφωνία ειρήνης σκιαγραφεί ένα πλαίσιο με σαφείς νικητές και ηττημένους. Η Ρωσία και ο ίδιος ο Πρόεδρος Τραμπ εμφανίζονται ως οι κερδισμένοι, ενώ η Ουκρανία και η Ευρώπη ως οι ηττημένοι. Για τις ΗΠΑ, το κέρδος εκτιμάται ότι θα είναι μια συμφωνία ύψους 100 δισεκατομμυρίων δολαρίων για την προμήθεια όπλων για την αναδιάρθρωση της ουκρανικής άμυνας, με το κόστος να καλύπτεται από τις ευρωπαϊκές χώρες.

Νέα Σύνορα και Εγγυήσεις

Οι συνομιλίες που έλαβαν χώρα σε Αλάσκα και Ουάσινγκτον αποκαλύπτουν σημαντικές πτυχές για τη μελλοντική μεθοριακή γραμμή. Η Κριμαία θεωρείται δεδομένο ότι παραμένει στη Μόσχα, καθώς ο Πρόεδρος Τραμπ φαίνεται να έχει αποδεχτεί την προσάρτησή της από το 2014. Παράλληλα, η Ρωσία διεκδικεί ολόκληρη την περιοχή του Ντονμπάς (Λουγκάνσκ και Ντονέτσκ), ενώ ενδέχεται να αποσυρθεί από τις περιοχές της Χερσώνας και του Σούμι, μια κίνηση που θα παρουσιαστεί ως «κέρδος» για την Ουκρανία προκειμένου να εξασφαλιστεί η λαϊκή συναίνεση. Ως επιπλέον δέλεαρ για το Κίεβο, παραμένει στο τραπέζι η προοπτική της ένταξης στην ΕΕ.

Το πιο περίπλοκο ζήτημα, σύμφωνα με την Τουρκάλα αναλύτρια, παραμένει η μελλοντική ασφάλεια της Ουκρανίας. Η Ρωσία απορρίπτει κατηγορηματικά την ένταξη της χώρας στο ΝΑΤΟ και απαιτεί η Συμμαχία να μην αναφέρεται σε οποιοδήποτε σύστημα εγγυήσεων. Για τον λόγο αυτό, προωθείται η ιδέα ενός συστήματος «εγγυητριών χωρών», οι οποίες θα παρέχουν διαβεβαιώσεις ασφαλείας στην Ουκρανία τόσο σε πολιτικό επίπεδο όσο και με στρατιωτική παρουσία στο πεδίο, για την αποτροπή μιας μελλοντικής εισβολής.

Ο Ρόλος της Τουρκίας

Η Γκιούρτζανλι επισημαίνει ότι η Τουρκία αναφέρεται ως μία από τις πιθανές εγγυήτριες δυνάμεις, με τον Γάλλο Πρόεδρο Μακρόν να έχει ήδη προτείνει το όνομά της. Ωστόσο, η Τουρκάλα αρθρογράφος χαρακτηρίζει την προοπτική αυτή ως «παγίδα», καθώς σε περίπτωση μιας νέας ρωσικής επιθετικότητας στο μέλλον, οι εγγυήτριες χώρες θα μπορούσαν να εμπλακούν άμεσα σε σύγκρουση. Σε αυτό το πλαίσιο, ερμηνεύεται ως σημαντική η απόφαση του Προέδρου Ερντογάν να μην συμμετέχει στις διαδικτυακές συνόδους κορυφής για την Ουκρανία, στέλνοντας στη θέση του τον Αντιπρόεδρο Τζεβντέτ Γιλμάζ. Παραμένει ασαφές εάν αυτή η στάση υποδηλώνει την επιθυμία της Άγκυρας να αποφύγει τον ρόλο της εγγυήτριας δύναμης ή τη δυσαρέσκειά της για τον περιορισμένο ρόλο της στις τρέχουσες ειρηνευτικές διαπραγματεύσεις.
