IMPORTANT: Islamabad Talks Collapse Without Deal as US-Iran War Enters Critical Phase



Marathon peace negotiations between the United States and Iran concluded without agreement in Islamabad early Sunday, casting a deep shadow over the fragile two-week ceasefire and raising the spectre of renewed conflict before the truce expires on April 21.

After 21 hours of face-to-face talks at the Pakistani capital's Serena Hotel — the most direct high-level engagement between Washington and Tehran since the severing of diplomatic relations following Iran's 1979 Islamic Revolution — Vice President JD Vance departed for home in the early hours of Sunday, empty-handed. "The bad news is that we have not reached an agreement, and I think that's bad news for Iran much more than it's bad news for the United States of America," Vance told reporters before boarding Air Force Two.

The Iranian delegation, led by Parliament Speaker and influential military figure Mohammad Bagher Ghalibaf, framed the outcome differently. In a statement posted on social media, Ghalibaf said the United States had been "unable to gain the trust of the Iranian delegation in this round of negotiations," but left the door open for future diplomacy: "Now it is time for it to decide whether it can earn our trust or not." Striking the tone of a victor, he added that Iran would "not stop for a moment in working to secure the achievements of the forty days of national defence."

Three Core Sticking Points

According to two Iranian officials familiar with the talks, who spoke on condition of anonymity, three issues proved insurmountable in this round.

The Strait of Hormuz emerged as the most immediate flashpoint. Washington demanded that Iran reopen the critical waterway — through which roughly a fifth of the world's oil supplies pass — immediately and unconditionally. Tehran refused to relinquish its most powerful economic lever, insisting the strait would be reopened only as part of a comprehensive final settlement. The dispute over the strait was so heated that Turkish media reported Iranian Foreign Minister Abbas Aragchi and US Special Envoy Steve Witkoff nearly came to physical blows during negotiations.

Iran's uranium stockpile constituted the second major obstacle. The Trump administration demanded Iran hand over or destroy its entire stockpile of near-bomb-grade enriched uranium, estimated at close to 900 pounds, stored largely at Isfahan. Iran made a counterproposal but the sides could not bridge their differences. Vance sought an "affirmative commitment" that Iran would not pursue nuclear weapons or the tools to build them — a condition analysts noted was complicated by Iran's existing commitments under the Nuclear Non-Proliferation Treaty, though Tehran has dramatically expanded its enrichment programme since Washington abandoned the 2015 nuclear accord.

Financial demands and reparations formed the third bloc of contention. Iran sought the release of approximately $27 billion in frozen oil revenues held across multiple countries, including Iraq, Luxembourg, Bahrain, Japan, Qatar, Turkey, and Germany, as well as war reparations for the extensive damage inflicted during 38 days of US and Israeli airstrikes on Iranian territory. The Americans refused both requests outright.

A conservative Iranian analyst close to the government, Ali Gholhaki, said on social media that Washington had also demanded zero uranium enrichment on Iranian soil and sought effective US management of Strait of Hormuz security — positions the Iranian side viewed as tantamount to capitulation rather than negotiation.

A Historic Encounter, an Unresolved War

The talks nonetheless carried undeniable historic weight. The handshake between Vance and Ghalibaf marked the first face-to-face meeting at this level between American and Iranian officials since the hostage crisis of 1979–1981. Vali Nasr, an Iran expert at Johns Hopkins University, described the encounter as "the most serious and sustained direct talks between the US and Iran," reflecting "the intention of both sides to end this war."

The very fact that talks reached this point stood in sharp contrast to the atmosphere of just six weeks earlier, when a US-Israeli strike killed Supreme Leader Ayatollah Ali Khamenei and several senior Islamic Revolutionary Guard Corps commanders in a Tehran bunker. Iranian officials had vowed revenge; the prospect of any diplomatic engagement appeared remote. The ceasefire, announced on April 7 and entering into force on April 8, came after 38 days of conflict that included more than 13,000 targets struck across Iran, according to Pentagon figures.

Human rights organisations and health ministries have recorded a severe toll. At least 1,701 civilians, including 254 children, were killed in Iran as of Wednesday, according to the Human Rights Activists News Agency. Lebanon's health ministry reported 2,020 killed in the latest fighting between Israel and Hezbollah, including 357 in a single wave of Israeli strikes on Wednesday. At least 32 people were killed in Gulf nations in attacks attributed to Iran, with 22 civilians and 12 soldiers killed in Israel. Thirteen US service members died during the conflict.

Former Iranian Foreign Minister Mohammad Javad Zarif, who brokered the 2015 nuclear accord with the Obama administration, offered a pointed epitaph for the talks on social media: "No negotiations — at least with Iran — will succeed based on 'our/your terms.' The US must learn: you can't dictate terms to Iran. It's not too late to learn. Yet."

Pakistan's Role: Bridge-Builder, Not Deal-Maker

Pakistan, which mediated the talks and invested considerable diplomatic capital in the effort, insisted it would not abandon the process. Foreign Minister Ishaq Dar said in a state broadcast that it was "imperative" both parties uphold the ceasefire commitment, while Qamar Cheema of the Sanober Institute told Al Jazeera that the talks represented "one of the most serious efforts in the last decade for diplomacy between the US and Iran."

In Islamabad, the dismantling of "Islamabad Peace Talks" billboards across the city as delegates departed captured the ambiguity of the moment — progress made, but no agreement in hand.

What Comes Next: Trump's Counter-Blockade and the April 21 Deadline

With the ceasefire due to expire on April 21, the coming days will be decisive. The Trump administration faces a set of deeply unattractive options: a resumption of full-scale hostilities, an extension of ceasefire negotiations under continued economic strain, or significant concessions that run counter to the administration's declared red lines.

In a notable signal, President Trump on Sunday shared an article on social media suggesting the US Navy could "out-blockade" Iran's hold on the Strait of Hormuz, arguing Washington could repurpose the naval containment strategy used against Venezuela. Two American guided-missile destroyers, the USS Frank E. Petersen Jr. and the USS Michael Murphy, had already transited the strait on Saturday in what US Central Command described as a preparatory mine-clearance operation. Iran denied the vessels had entered the waterway and warned that any unauthorised military transit would meet "a strong response."

Iran, for its part, announced it was working to restore 70 to 80 percent of its damaged refining capacity within two months, with partial operations at the Lavan Island refinery expected within ten days. Walayati, senior adviser to the new Supreme Leader, Mojtaba Khamenei, declared that Iran "holds the keys to the Strait of Hormuz" and would pursue war reparations.

Israeli Prime Minister Benjamin Netanyahu, notably absent from the Islamabad process but monitoring it closely, said on Saturday evening that "the campaign is not over yet." Netanyahu reportedly presented war plans against Iran to three successive US presidents before receiving approval from Trump. Israeli forces continued striking targets in southern Lebanon throughout the weekend, killing at least 14 people in the towns of Maaroub and Qana, while Hezbollah maintained reduced but ongoing fire on communities in northern Israel's Upper Galilee.

Intelligence agencies added another dimension of concern: US officials disclosed that China may have recently shipped shoulder-fired anti-aircraft missiles to Iran, and that Russia had provided Iranian forces with satellite imagery to help target American ships and installations. Both Beijing and Moscow publicly denied the most serious allegations, though analysts noted that China's primary public rhetoric during the conflict had aligned more closely with its Gulf trading partners — heavily dependent on the now-disrupted Hormuz corridor — than with Tehran.

The Strategic Calculus: A Staring Contest

Strategic analysts in Jerusalem, Tehran, and Washington largely converged on a common assessment: neither side entered Islamabad ready to make the long-term concessions required for a lasting settlement, and neither is likely to rush back to open warfare.

As Yonah Jeremy Bob wrote in the Jerusalem Post, both the US and Iran entered talks believing, paradoxically, that they held the upper hand — Washington by virtue of its devastating air campaign, Tehran by virtue of its survival and its grip on Hormuz. This mutual conviction of relative strength made major concessions improbable in a single session.

The most likely near-term framework, analysts suggested, would see Iran receive a ceasefire in Lebanon and limited sanctions relief — possibly including the release of around six billion dollars frozen by Qatar since autumn 2023 — in exchange for a partial, supervised reopening of the Strait of Hormuz. Full resolution of the nuclear question, ballistic missile programme, and broader sanctions architecture will almost certainly require months of further negotiation.

For the Trump administration, the economic clock is ticking louder than the diplomatic one. US inflation stands at 3.3 percent, energy prices have surged, and fertiliser shortages are beginning to affect agricultural supply chains. Markets had risen in anticipation of an agreement; the failure of the Islamabad talks has renewed volatility. India, the world's second-largest fertiliser consumer, announced a $465 million increase in agricultural subsidies to cushion farmers from supply chain disruption flowing through the disrupted strait.

The ceasefire remains technically in effect. But the line between stalemate diplomacy and renewed conflict has rarely been thinner.
